Oy, the same thing happened to me several years ago. Had the break been a few feet further out, it would have been the town's problem (which would probably have meant that it STILL wouldn't be fixed).
At the risk of whupping a man when he is down, I must ask: whose idea was it to build a garage over the pipe? I propose we blame the whole damn thing on Martin Heidegger.

A shame my brother-in-law is c. 1500 miles from you. He's an honest plumber ... which explains why he's a little on the less-than-rich side. Just don't get his brother, the rich one.
