Thanks for reposting this here and citing my site. 
To me, this just shows the desperate demographic situations Russians are in, as there population continues to shrink due to emigration, early death, and low birthrate.
Then there is the issue of extreme nationalism in Russia, which is obviously a move by Putin to rally the masses behind him. A negative externalities of this has been the rise of right wing facist groups in Russia and there public assaults on ethnic/racial minorities.
Putin is playing a dangerous game that I think we have seen before.
