The "second Confiteor" does not appear in the 1962 Missal. Nothing the Commission says will change that, until they change it in the Missal. Until then, some places got into the habit of using it early on, and it just stuck. The position stated here by the good Father is essentially the position taken by the Commission.
The servers I train are told that they might expect it immediately before Communion, but it isn't required of them. We don't use it at my parish, simply because it is not in the 1962 Missal. Personally, I could make the case for it one way or the other. It bothers me less that people use it, than when its use becomes the litmus test of one's orthodoxy or adherence to tradition.
