I see the police putting wide-screen TVs and computers that they have looted in the back of police vehicles.
I see police giving in their badges because they can't cope with what is being required of them.
I see soldiers who have served terms in Iraq getting straight off planes from there and being required to help keep the peace in the area.
I wonder how the hell this can be happening in the richest country in the world.
I am hoping that all those people who voted for Bush are sorry now. Sorry that they elected a 'man' who thought he could tell another country how to run their business while he made no plans for coping with crises at home.

Above all, I feel sorry for those affected, because they'll probably never recover, and it's not their fault they're poor in the richest country in the world.

I've just discovered something I didn't appreciate: "disaster preparedness and planning are, and have always been, the job of the state and local governments. The decision to not build or stock real shelters was the city's. The deployment of the National Guard was the Governor's."
Maybe that's why Shrub has been so bemused.

True, disaster preparedness is the job of the state and local governments. If the disaster is too great for the city to handle (which this was) the state takes over. If the disaster is too great for the state to handle (which this was) the area is declared a National Disaster Area and the Federal Emergency Management Agency(FEMA) takes over. FEMA had been sitting outside New Orleans for the last five days. Why? Because the city was in chaos and the police not able to restore order.
If in a disaster the police cannot keep control the state sends in its National Guard. If the National Guard cannot or will not (which happened in the south during the Civil Rights Movement)do the job Federal troops (US Army) are sent in.
Now, see the break down in this system? Most of the National Guard and US Army is in Iraq. Can't send in enough Guard members and can't send the Army. Bush finally had to bring Louisiana National Guard troops backhome from Iraq and FEMA has finally gotten its butt in gear.
Oh, and that bemused look on Bush's face is because he is an idiot.
