Brrr....that's cold. I remember how cold it felt at -5ºC a few weeks back with only a few extra degrees from wind-chill. But that is windy! From my calculations that sort of wind chill means about 60km/hr winds.
Hope you enjoyed that warm weather from the other day!
Nice to hear "They call the wind Maria" again. "Paint Your Wagon" was one of the very few LPs my parents had when I was growing up.

Luckily the wind is not blowing as strong as they predicted, only gusting to about 13 MPH. Yesterday they were between 20 and 28 MPH.
I think you are a little high on that wind speed. A 25 MPH (40km/hr) wind at 10 degrees Fahrenheit will produce a -11 windchill.

I guess they must have LaP! 
I agree that a 25mph wind at 10ºF produces a wind chill of -11ºF, however, at 12ºF you need (!) 35.6mph (57km/h) to get the wind chill down to -11ºF. I'm using the formula on this page.
Though our weather forecasters quote wind chill I'll admit that it wasn't something I'd ever really seriously considered until I was out cycling on our coldest day a few weeks back. That's when I dug out the formula and went and built a desktop calculator....now I see there's one on that website I referenced above

Ahh, it's like hurricane force ratings. The jump is greater than I thought.

I think it's even weirder than that LaP! Sometimes the jump appears enormous and other times really small but until we can find a volunteer to stand outside in lots of different cold winds and tell us how cold it feels I think we'll have to trust it! .
