Easier said than done. The old Iraqi army was lacking in competent officers and completely lacking in good NCOs. It takes years to train these people up to a professional level. It can be done (look at the Arab army in Jordan), but not in 18 months.
I wonder how many of the recruits to the new Iraqi army are illiterate?
The same applies to the Constitution. It has been rushed, and the proposed document is crap. A bunch of students could have done better. It completely misses the point that rights are not to be granted to citizens by the State, but the other way around. This is central to any modern government.
What they have drawn up is yet another top-down constitution, ready to be taken over by the next dictator.
