Looks like there was an update today, and there will be a meeting at the Central Library June 14.

I drove around Seward on my lunch break today and looked around for the antennas. Unfortuneatly, it doesn't seem like there is one near my new place. Here's a pic of what the antennas look like:

The City and USI email lists are not very active and there seems to be no attempt to tell us what's going on.
