They probably treat all complaints as randomly-generated anyway. Doubtless, like London Underground, they have thoroughly internalised the New Labour value which specifies that a bad service plus an apology is an adequate substitute for a fair service.

Ah, slight error there. The New Labour trick - at least in Tony Blair's hands - wasn't quite to apologise for the bad service, but to apologise that you felt there had been bad service.
