At the very least a bit of waterboarding, some stress positions and beatings might have helped bring about the appropriate result. After all, in these days of post-terrorism human rights, we don't want to tie the hands of the investigators when it comes to obtaining evidence.
Just because the CPS decided not to take this case forward it does not mean that these people are in fact innocent of any crime.
