Thirty years after his death, we still don't know who murdered Blair Peach, so, yes, investigations under the British justice system do take an exceeding long time.
I didn't realise the British justice system was investigating that one. It usually knows its place.
It remains an open case I believe.
When the government controls the trigger mechanism, deadlines become infinite. They can literally arrest anyone on any pretext and keep his or her DNA forever, especially now that the terrorism category is so insulated from outside examination.
