Pigilito may have hit on the crux of the matter with Muslim integration in Europe. If you put something other than citizenship first, and its accompanying responsiblities, then will you ever really integrate into the national society? And without integration, it's unlikely you would look to the higher and greater good of the nation.
Europe's countries must shoulder much of the blame here. Had they placed an emphasis on integration, rather than demoting these people to second rate status, things might be very different.
