I'd like to see administrators use the "chocolate cake" method: Two kids want to split some chocolate cake. So one gets to cut the cake, and the other kid gets to choose which piece of cake he or she is going to eat.
Same thing here: they get to build anything they want for themselves, as long as teachers get to trade for the space now used for their classes.
