The speed and diligence with which the Police will investigate a criminal act is in inverse proportion to the amount of crime already committed by the perpetrator. So, for instance, if a little old lady who has never been in trouble with the law before rounds on her nasty little persecutors and manages to clip one behind the ear the investigation will deploy huge amounts of police resources, whereas a criminal act committed by one of her persecutors will receive little or no attention owing to the perpetrator already having a substantial criminal record.
