Yes, good article, but I'm wondering if you are not guilty of the same sort of reasoning in your last paragraph.

It might just be the case that the police officers in question knew full well that this was an innocent, harmless man they shot, but choose to shoot him anyway, because they could rather than because they were mistaken in who he was...

Martin, I doubt it. Meanwhile, here is an article worth looking at, about the reasons why the police do and not arm themselves. (It's not the easiest of reads, and I don't necessarily agree with it, but it provides some context.)
