Gravatar Small Boats was also rather unimpressive, but for different reasons. Despite the tiny amount of contemporary piracy, the author would have us believe that they are a serious - if not the most serious - threat to the stability of the world order. He likely can't help himself, doing international relations and security studies. His definition of piracy is uselessly expansive: basically, any crime involving either boats or people working on boats whether the crime occurs in open seas, in port, or on land.
