Easiest way if you have a mac? Use Garageband. Drag an mp3, select the ringtone profile, pick what part of the song you want, then click SHARE RINGTONE WITH ITUNES.

this is how to do it on a mac
1: in itunes change length of song to 29 secs via: left click, options, start/stop time
2: convert to .aac file (in toolbar click advanced, create AAC version)
3: drag on to desktop
4: change extension to .m4r(ringtone file)
5:delete .aac version in itunes
5: drag and drop .m4r file back into itunes.
make sure you delete the aac version not your mp3 version. youll know which is which as the .aac version will be 29secs long!
your very own 30 second ringtone!
