Odd story, I agree. Most details are too foggy for me to comment on, but a couple of items.
One, lots of cement is shipped overseas by various countries. There are ship types dedicated to the cargo type.
Two, whatever it was, it was likely destroyed. Capture entails cartage, which I haven't heard any whispers about.

It still befuddles me why you would import cement. It's not like it's hard to make.
I agree with you that the target was probably destroyed, but if any of it was captured, you would necessarily hear about cartage. The Israelis inserted a commando team in there somehow. With what (probably helicopters) and from where (Turkey? Iraq?) is open to speculation. I do not agree that it would have been impossible for the US to allow the Israelis to stage this operation from Iraq.
There is a lot of this story we are not getting and may never get. But the cartage issue is covered by the unexplained issues of how and from where the commandos were inserted and retrieved.

Go to Wikipedia for Portland Cement. It is perhaps more complex to make a good product than one might think. Anyway, large amounts are traded internationally every day.
Good point about absconding with whatever it was. The Syrians are likely having quite the internal review right now trying to determine where the attack originated from and where it went to afterwards.
Doesn't matter to us, even if it staged from Turkey or Iraq, as Syria really can't do much about it at this point. They already look inept enough.
