This is nonsense because regarding to the Schengen contracts there is nearly NO CONTROL at the boarder between Austria and Germany. AND: If a customs officer asks you, you have to even to declare gold and silver if the metal value is more than 10.000 Euro. In Austria you have to pay 20% VAT, in Germany 7% on Silver Philharmonic coins. It would be very stupid for German guys if they buy in Austria instead of Germany.
