Chile, perhaps? They are the most market-oriented place in South America.
I lost the last shred of respect I had for Jimmy Carter when that bozo certified Chavez's "victory" in the recent referendum to remove him. Even the Europeans had enough integrity to refuse to participate in that particular sham.
I'm afraid the slide into authoritarian rule is well along in Venezuela. The WSJ had a good editorial around the time of the referendum citing Venezuela as an example of the instability of democracy in the absence of strong protections for property rights and the rule of law.

Abe, a friend of mine went to Chile and got caught on the wrong side of Allende's final act. Her husband became a desaparecido and she barely got herself and her two kids out of the country in time. As for myself, in a weak moment I tried to get work with Gen. Pinochet, and I worry that my name might be on a list somewhere in Chile. Maybe Paraguay, but they have no beach.
