So true. I never understood why the President was criticized for New Orleans and not Blanco and Nagin (as much.) The federal government should only respond when asked by the state or in cases of national security.

And as Governor Bush has said, preparation is the key to crisis managment. Blanco and Nagin knew for 2-3 days that a Cat5 hurricane was going to hit the Gulf coast. In a post-9/11 world, there is no excuse for their lack of preparation.

By the way, it was 4 hurricanes (Charley, Frances, Jean and Ivan.)
