NASA has a head start and has had US federal funding for fifty years.
ESA is still in its infancy, sponsoring small low cost 'national' projects. But the potential for co-ordinated federal & transnational collaborations means the projects can become larger and more ambitious.

NASA is still dominated by the military and has its eye on global strategy, military rule & hegemony.
ESA is closer to Star Trek's directive. To seek & discover new worlds, to go where no man has gone before.

I think what you are saying is that if there happens to be life on another planet on another solar system somewhere else in the universe they may think like 'us' so best to be prepared?

If they think like 'us' they will welcome 'us' in peace - and will be sending probes to other worlds.
However
If they think like the Pentagon in the 'US' - they will also be preparing to send a heavily armed away mission to other planets such as Earth (don't you think?)

I was going for more of : colonising mars or something and setting up a military there... I am just wondering what it will do to our social structure. what new things it will bring up.

But something tells me that we wont be having any armies visiting us..i believe that advancement in science means "less destructive" or "paranoid"... like the calm that settles in on one with true knowledge.

Not wanting to get too political,
but Blair keeps telling us we need Trident nuclear submarines to keep the peace.
Assured mutual destruction may have kept the Peace between the US and Russia during the cold war
But the US believes in justified pre-emptive strikes to 'defend US interests' whether in Iraq or Space.

The military would presume to be most suited to colonise space - ie the crew of nuclear submarines are psychologically prepared to live on a ship in a hostile or alien environment (the oceans).

I hope your belief that advancement in science means "less destructive" or "paranoid" psychosis ... like the calm that settles in on one with true knowledge - will become a reality in time.
Working for the common good, instead of fighting for scraps is what is supposed to differentiate us from hyenas

Gravatar imagine what a constellation of COROT's can do for sky surveying. This is truly amazing. The planet finder constellation by ESA is still in the planning, but it should open up this field.
