Hypothetical question for Joel Rosenberg: Could conceal-carry and the training have prevented this attack? (My thoughts are no, because the reaction time is so fast--you would literally have to feel like you are in a combat zone.)

i take it this is another "random" crime as the community would be holding vigils and outreach meetings.
mpls. is not safe after dark. there are people out there who do this stuff for fun for no reason.
but they always try to offer a motive to quell the critics and worriers like the mistaken identity motive.
you have to figure that if mpls. supposedly has all this gang problems, these youths are crusing at night looking for trouble.
self-imposed curfew, don't expect the authorities to protect you.

A 16 year-old cannot get a carry permit, in any case.
But to better anwser Anon1's question, no, a permit (and the gun that gose with it) cannot help in all circumstances, any more than a fire extinguisher would. It's usable in certain circumstances, under certain conditions, but of no value in others. It's not a panacea.

A permit to carry won't magically protect anyone. And neither will another peace vigil. However, locking up the bad guys for a long time instead of letting them out on "probation" just might have saved this kid.
As the boy Mayor said 70% of Minneapolis's homocides are committed by people on probation.
