Gravatar I haven't had a chance to read all of this, Fred but I have two questions.

When and how many indictments will the authorities be handing down based on this information?

How would Voter ID stop the clerical errors that seem to make up so much of this report?

Gravatar The best thing anyone could do to immediately help prevent voter fraud is to become a pollworker. Many problems can be eliminated by having attentive and diligent workers at the polls who are aware of the tricks that are often played. My hubby became a pollworker after experiencing a down & dirty "knock and drag" for an aldermanic race.

Interestingly though in that particular race, although non-partisan, the candidate that hired the knock and drag crew was a Republican. I won't mention the name here, or the name of the poll captain who happened to be friends with the person in charge of the "knock and drag" and turned a blind eye to all sorts of fraudulent activity that was happening right in front of her. It still makes me ill to think about it.

They don't try pulling the same shenanigans anymore at the polling place my hubby works at because they know they won't get away with the same crap, and they counted on that polling place because of the district and location. Needless to say some people have been quite perturbed about it.

So, to sum it up, if you are able to spend a few days a year at the polls (you get paid approx $100 for the day) and attend a few training classes I would encourage you to do so.

I know it's not a very democratic view to take, but I also have no problems with voter ID providing there is assurance everyone who doesn't already have an ID will be able to obtain one.

Gravatar Sandra, you are right about the poll workers. There should be more poll workers, and it is almost a duty to become one, one time in your life.
The report made a good recommendation about the registering 30 days in advance, We do that here, in Nevada, also have voter ID and we don't have the same problems. (except at the Democrat caucus's)

Gravatar When and how many indictments will the authorities be handing down based on this information?

The report deals with this and they clearly said there would have been more prosecutions except for the bad record keeping and the loose nature of the laws already on the books.

You see Grumps our law is so loose that making individual prosecutions becomes difficult.

However this type of accounting clearly shows there are problems with the integrity of the vote.

Gravatar I know it's not a very democratic view to take, but I also have no problems with voter ID providing there is assurance everyone who doesn't already have an ID will be able to obtain one.

Sandra in response to democratic party complaints Republicans provided an ID free of charge for anyone who could not afford one...

They still turned it down.

Gravatar How would Voter ID stop the clerical errors that seem to make up so much of this report?

The report clearly said that stopping day of registrations would be the #1 tool to stop clerical errors.

The report said on a secondary level if that was not stopped a government issued ID would be the next best way to verify correct information on ID cards.

The direct quote is highlighted in the bullet points Grumps.

Gravatar The quote says that ID should be used for registration IF same day registration is kept. I can support that.

Gravatar Where the hell are all the critics of Voter ID and the RNC? What, someone comes up with actual evidence that merely supports and validates what everyone knew and you are going to give up?

Gravatar Um, David? What?

Gravatar It is clear from the report why Bikupic was not fired as a US attorney of Eastern Wisconsin. He decided to serve the White House rather than Justice.

True there was VOTER fraud (double voting, felon voting, etc.) but there was ELECTION fraud as well where ELECTION officials should be prosecuted.

Entering 541 incomplete same day registration cards into the OFFICIAL poll list (and into the central database of the state) is a felony under WI Stats. 12.13(2)(b)3. Accepting these 1305 same day registration cards is a felony under the same statute.

The records from Cass Street School and French Immersion School show ballot box stuffing on the order of 30% or more. I believe the chief inspectors of Cass Street School and French Immersion School committed election fraud by signing canvassing paperwork claiming they did a local board canvass as required by 7.51 which states the numbers tied out.

Filing a false canvass report which is a felony under 12.13(2)(b)4. But, even the most benign explanation is neglect and that is misdemeanor election fraud under 12.13(2)(a) and punishable under WI 12.60(3) if nothing else.

Someone destroyed half the poll lists and someone destroyed half the sworn voter lists. That is a felony under 12.13(2)(b)5.

But, that would be to prosecute ELECTION officials for ELECTION fraud. The order from the White house according to the NM attorney was for the US Attorneys to prosecute VOTER fraud in order to make the case for voter ID. The NM Attorney said ther were not prosecutable case in NM. He was fired.

Biskupic McCann certainly avoiding any attempt to investigate ELECTION fraud and certainly concentrated on VOTER fraud. For McCann that is just McCann being McCann. For Biskupic though majoring on the minors saved him his job.

Publishing the report AFTER the statute of limitations on misdemenor election fraud ran out (November 2007) certainly helps both avoid any messy prosecutions of ELECTION officials.

We need to acknowlege that Biskupic took a dive here. Biskupic passed on prosecuting cases where the paperwork is sufficient to demonstrate criminal acts in order to prosecute much harder VOTER fraud cases. We need ask if the Democrats have a point as to why Biskupic took the dive and did this.

Gravatar Intent matters John.

There is a difference between incompetance and malice and that is a judgement call prosecutors make every day.

Utilize your limited resources to prosecute those intentionally defrauding the system for political reasons, fine and fix the problems stemming from bad procedures.

Gravatar True intent matters; Mens Rea

But, negligence is still misdemenor election fraud in this state [WI Stats. 12.13(2)(a)] and one of the penalties for misdemenor election fraud even if there is no fine or jail time is you cannot be an election official for five years [WI Stats. 12.60(3) ].

Prosecuting misdemenor election fraud is worth on those grounds alone; deterence and reducing the contamination to elections by known, negligent election officials.

But, Biskupic passed on that by releasing the report 19 months after his investigation concluded in July 2006. If he had rleased the report prior to November 2007, then the 3 year statute of limitations on misdemenors would not have lapsed.

BTW, 19 months to publish 67 pages? How does that work? Investigate for 18 months and write a report for 19?

Gravatar What I don't get is why the White House wouldn't want election fraud investigated and pursued. It's not like they were benefitting from it. Nor were Republicans. It was Algore in 2000 and Kerry in 2004 and Democrats in every election cycle.

Souinds like more of the "let's make nicey-nicey" with those who hate our very existence. It's why the charges of disenfranchisement of the military in 2000 were never investigated. Heck, it's even why Sandy Burglar was allowed to walk away with a slap on the wrist for stealing and destroying top secret national security document.

Can't make our domestic enemies too mad, now, can we?

I'm convinced the Republicans have battered wife syndrome. They've been beaten so often and so long that all the Democrats have to do is raise their hands and they curl up in a fetal position in a corner.

Gravatar This scam of vote caging is what occurred in Milwaukee, in 2004.
The GOP is at it again....

The Wisconsin Republican Party announced the Saturday before the 2004 election plans to challenge 37,180 voters on a caging list developed by the party. The Wisconsin GOP targeted for caging only voters in Milwaukee, which is approximately 40% black and 55% minority (black and Hispanic), according to Census data. Voters in all other parts of the state, which is 91% white, were not caged.
In this caging scheme, the party used a commercial software program to compare addresses on voter registration cards to a postal service database of known addresses, and then announced plans to challenge 37,180 voters at the polls whose addresses, the party claimed, didn’t match.
The non-partisan City Attorney called the plan “outrageous.” It was. Of the caged list, 13,300 of the addresses simply listed incorrect apartment numbers. Some 18,200 more cases stemmed from the lack of an apartment number for a resident of an existing building.
Of the remaining 5,000 or so addresses, the City Attorney ’s office found hundreds actually did exist, and many of the other non-matches were likely due to clerical errors. Had the plan been allowed to go forward, thousands of legally-registered, apartment-dwelling black voters would have been challenged because of a clerical error involving apartment numbers. The attempt was stopped by the City Attorney and Election Commission.

Gravatar If you are going to cut and paste, goof, at least post a link so we can consider the source. Otherwise you are at best a cut-and-paste monkey or at worst a plagiarist.

Gravatar I blame Scott Walker.
