Mohammed Atta had nothing to do with Iraq, though had he sent someone to die in his place he might've wound up in Tora Bora (which the Administration dropped the ball on) or maybe in Iraq after the invasion. Or he might be hanging with his boss in Pakistan (or wherever he is).

Plus, most of the "insurgents" are Baathists, not jihadis, though some jihadis are there--and they are fond of beheading.
