If you subscribe to the theory that 911 was an inside job, then if the Patriot Act expires there should logically be a new terror attack so that "civil liberties" groups can be blamed for making America unsafe. Then they can pass another spate of police-state legislation unopposed, even worse than the current Patriot Act.
If you subscribe to the theory that Muslim extremists carried out 911 and that our government was only horribly incompetent but not complicit, then I don't think giving incompetent agencies more power and money makes us safer against terror attacks and the Patriot Act expiring shouldn't affect our safety.
So I agree that it depends who's doing the terrorizing.

The "Traitor Act" making us safer? Ha ha ha! Good one!
Lauxa'a "inside job" theory is the only way I can see that the Traitor act even remotely protects us, but it's only "protection" in the extortion sense.
I'm hopeful that another attack would cause a lot of people to consider that Bush and his wars do NOT keep us safe at home, and thus were obviously a huge mistake. Of course Rove will try to spin it some other way, but it will be a harder sell than it was four years ago.
Inside job or not, it's clear that the Government had enough information to prevent 9/11 and decided to ignore it. More information won't change this.
