Sad situation.He was one of our most articulate supporters.He was really good at putting the cheap shot artists in their place.It's to bad that he seemingly got carried away with the priviledges of his position.

It sounds like misuse of postal funds to me. Craft and management employees are prosecuted and fired for the same offenses.


Are we suprised? He's probably a consultant with fedex now. They probably know enough not to give any former postal bureaucrats a company credit card. The former they will just spend so much that some CEO will have to forgo a (multi) million dollar bonus.


There should be a across the board investigaion of all managers.

There was another VP of USPS Pubic Relations in hot water over a hotel bill not long ago. During the Lance Armstrong Tour da France the VP had a room and then her Area Manager hubby had a room, at the same hotel and for several hundred dollars a night. Each submitted vouchers for reimbursement for $500 meals at the same restaurants where they alledgedly were promoting the USPS. Any day not the French will buy a book of stamps because of the goodwill they received.
Wonder where they got promoted to?

Expect to hear absolutely zero from your elected representatives about these and the countless other situations of similar nature at the PO.Perhaps it is time for the unions to collectively put a blog together about all these situations.

This story about Jaffer sounds like a ploy typical of the Republicans. Discredit the hell out of a person before they spill the beans on all the crooked stuff YOU'VE done.

Gravatar OR, it could be that Jaffer left the USPS when he discovered some illegal or immoral activity by higher ups, and now the USPS is discrediting him to ensure his silence and damage his credibility. Having read many IM's, the Postal Inspectors will slant their investigation and findings in favor of their employer. Most posts above prove that they have their heads in the sand, by taking what Postal Inspectors say as factual. Jaffer is wise not to comment at this point, I suspect that if charges are filed (I doubt they will be) we will learn a lot of what is going on at headquarters.
The USPS cast the first stone, and I am sure Jaffer signed a confidentiality agreement, but I doubt that agreement is enforcable under Subpoena , so go ahead an charge the man USPS, if you do not, then what is it you are keeping from the public?

Then in the PO they find some slob blame. It is all on him. Meanwhile after a slight stay of frivolity, it is business or non-business as usual.

Jaffer, the top spokesman for the United States Postal Service, acknowledged to Linn’s on June 19 that his wife is employed by the Iowa-based company that has a potentially lucrative Postal Service contract to sell framed reproductions of U.S. stamp art. But there’s no ethical conflict, according to other Postal Service spokesmen. Members of Jaffer’s department of public affairs and communications began negotiating that agreement with Art Select Inc. ("ArtSelect") last fall shortly after Tammy Jaffer began working as the firm’s Washington-based representative, according to Jaffer. Jaffer, who is well known to stamp collectors as the Postal Service’s former stamp czar, played a prominent role June 16 in announcing the three-year contract with Art Select of Fairfield, Iowa. He was one of the speakers at a $9,700 Washington party the Postal Service hosted for Art Select to announce the agreement. Federal government conflict of interest rules and the Postal Service ethical standards prohibit any postal employee from contracting with a company in which the employee or his immediate family have a financial interest. The rules also advise workers not to take any actions that might create the appearance of a conflict of interest

Gravatar You're right about Jaffer getting busted for a mere $8,000. Jaffer was the braintrust behind the "celebrate the century" campaign back in 2000. That campaign was a big BUST and lost millions for the USPS. I private industry Jaffer would have been canned for that.

He must have pissed someone off. I heard he had a few internal enemies that went to the OIG and sparked the investigation. The OIG doesn't report to that goofball Potter, so they have free reign to investigate.

Gravatar EAS and PCES are NEVER "on the clock." They are NOT hourly rated workers and are "salaried." They are afforded dispensations that are NEVER available to hourly (craft) workers. Let's make sure we dot our "i's" and cross our "t's" when refering to HR issues at the USPS.

Gravatar Whoa, whoa, whoa, hold on a minute there, partners. I have been accused of "running up an excessive $8,252 hotel bill" and "spending extravagantly on meals and drinks". What is it you want me to do? Sleep in some flea-bag motel? Drink domestic wine? Eat at McDonalds every day? So I stayed at a nice hotel, ate well, drank better, and becuase I drank better, I was a little more relaxed with my language. Big deal. It's not like I was spending your money anyway. Did you forget that we just raised the cost of stamps? Did you forget that it's almost time to "negotiate" with the Unions over contracts? What would happen if we still had all of that money and the Unions asked for a raise? Believe me, I did what I did in the best interests of the Postal Service. And what's wrong with telling some babe you work with she looks hot? Should I just pretend she doesn't exist? The truth is the vast majority of female postal workers enjoy being noticed. Just setting the record straight.

IG Report Documents Former VP's Abuses

Former Postal Service Vice President Azeezaly Jaffer resigned 11 days after investigators produced
a highly critical report that accused USPS’s top spokesman of “a pattern of misusing Postal
Service funds for personal use,”sexually harassing
and embarrassing female workers and other abuses.

A heavily redacted version of the 34-page report by the Postal Service Office of Inspector General was made available on July 21 in response
to a Freedom of Information Act request.

In the report, investigators portray the USPS vice president as spending postal funds recklessly and drinking excessively at postal events, bypassing government travel rules and not being candid about his actions.

Details of his lavish spending were hidden from postal officials by use of a government credit card, the report said.

Jaffer, 51, who headed the Department of Public Affairs and Communications from October
1999 to his June 30 resignation, had said after his surprise departure that he left government service
after nearly 30 years because he “decided it was time to pursue opportunities in the private sector
while I still had a few good years left in me.”

Asked if Jaffer wished to comment on the report, Postal Service spokesman Gerald McKiernan said: “Azeez has nothing to add to what he told you last week. ... Mr. Jaffer is no
longer the vice president of public affairs and communications. The contributions he’s made to
the Postal Service are appreciated and we wish him well in his future endeavors.”

The report rejected Jaffer’s assertions of no wrongdoing. “Jaffer demonstrated a consistent
lack of candor with the OIG during his May 19,2006, interview. ... His statements during the interview are contradicted by documentary
evidence and more than a dozen witnesses.”

The investigation, which began a year ago, found that the postal executive “routinely used Postal Service funds to pay for many alcoholic drinks in hotel lounges, followed by lavish meals with expensive wines and additional drinks.” It said he drank to excess and twice passed out at postal events.

The report cited Jaffer’s frequent trips to the Peking Gourmet Inn in Falls Church, one of his favorite Washington area restaurants.
The report said Jaffer dined there 17 times between May 19, 2003 and June 11, 2005, running up a tab that totaled $12,863 of which $4,675 was for alcohol. Jaffer had a limousine for some of the dinners and fed his driver.

On Sept. 5, 2005, Jaffer wrote the Postal Service a check for $2,000 to cover some of the entertainment
costs, the report said.

The report highlighted a 2004 conference Jaffer’s staff held at a Grand Hyatt Hotel in Washington,
charging that Jaffer arranged to get a $8,252 ”grand suite” for himself during the three-day event by
boosting the room rates postal workers in his department were charged for attending the event.
In addition, the report accused the postal executive of receiving 231,660 “bonus points” from the
hotel chain for holding the meeting at one of its hotels. Although Jaffer was told by a postal lawyer
he would have to use any such points for Postal Service business, Jaffer held these points in a personal account, the report said. It also said he dodged use of the Postal Service’s travel agent to book trips on American Airlines to build up his bonus points on that airline. The report quoted workers as saying that Jaffer used “crass and vulgar language” in mixed company and at postal meetings. It accused him of sexually harassing “at least” three female postal employees and a contractor. He allegedly fell asleep on the hotel room floor of one worker after he propositioned her during a National Postal Forum in Nashville, Tenn., in 2000.
