There is no mention of interest, and the USPS will pay them at the rate established 10 years ago.

Just buy a bunch of stamps and refuse to pay for them for 10 years. Then, pay for them at the price you paid for them. Don't pay interest on the unpaid balance. Do you think the USPS would be unhappy or let it slip by without prosecution or collection of interest?

It is funny, everyone thought that there was equal protection under the law.
