That is HILARIOUS! And better than my two year old's new hobby of smearing poop everywhere if I don't get her up the minute she wakes. Three times last week! Three!
Ok, so I once knew a boy in high school who had drawn the logo of some band on the back of his jean jacket with ball-point pen. I mean, it was solid ink - no plain denim showing. Eventually he wanted to get the ink out, so he sprayed the whole thing with cheap hairspray (AquaNet or something) and ran it through the clothes washer. The ink was one-hundred percent gone - like it had never been there. So, maybe you could try putting her in the shower and giving her legs a spray to see if that dissolves it. Good Luck!
Rubbing alcohol followed up by a rinse and lots of lotion since the alcohol can be very drying.

Gotta love this age! Hopefully she'll stick with pen tattoos for a good long while...
It wears off eventually too - my niece draws on herself nearly every day. (and she has used a sharpie a couple of times) they all wear off eventually. If the other stuff doesn't totally do the trick.
