To spare you further blushes I'll cut to the chase. The obvious way to get electronic communications outside the elites is through schools and youth groups, particularly if you've got supportive and enthusiastic teachers and youth workers to work with.
However it might be hard to promote "internet literacy" equally to country areas not just to urban areas, given the problems of equipment and infrastructure. What sort of scope do you think there might be for reaching out to the potential population of rural users?
