I make less than $37,000 a year. If I'm not paying taxes, then where exactly is 15% of my paychecks going?

According to my pay stub it's "federal taxes"

I've never gotten a 100% refund.

It sounds like you are confusing what you pay/are owed on April 15th with your tax liability, and I'm sorry to say - everybody pays.

Mike - I think you're confusing Social Security taxes with income taxes. All wageearners pay Social Security and Medicare taxes, but a large percentage don't pay any federal income tax.
