RWS, open enrollment is in force in California, too. I grew up in Bakersfield, California, and we've had open enrollment for a while (that being said, I ended up going to a Catholic private school)

My cousins live in Bakersfield. They are the Kolwaski's. Mallory and Ryan. I think Mallory might be close to your age.

Well I grew up in California also, Sacramento. We had forced busing back then to redress the problem of segregated schools. Since that time I think there has been a rethinking about the benefits of busing kids and instead on bringing all schools up to par. Fortunately the schools I went to were all within bicycle distance.
I don't remember classes being particularly overcrowded, but this was back in the '60s.
I also used to audit school districts in California when I worked as a CPA. There is a vast difference between schools that are in districts in affluent areas versus those in other places because they have more access to funds (property taxes & donations) from wealthy parents who want their kids to have the best education possible.
The State Superintendent of Schools is an elected position. There are also County Superintendents (over the Districts within the county) and then District Superintendents. Not sure if the latter two are elected or appointed positions.

But I don't think that a District Superintendent can operate outside the rules and regulations laid down by the County and by the State. So there might not be much that he can do about the situation one way or the other.

I'd also try to make sure my kids stayed away from those schools being inundated by Hispanics. Because they are bound to be "bad schools".
