It pains me to say this, but this time Obama may be innocent. This may be one of those times where a photo of a milli-second appears to show someone doing something embarrassing.

If you look at the video, you can see that Obama is stepping down from the stage, and he's looking to be sure where he's stepping. The photo caught him as he turned to his right to help the woman behind him come down the step. That's how it appears to me on the video.

Sarkoszy on the other hand, IS clearly ogling that young lady's butt. He is seen looking around Obama to see her as she goes by. Sarkoszy can get away with it because his voters know he's a horndog. It's in the French President's job description.

Obama did nothing wrong. He may or may not have looked at her butt, clearly the pic is decieving as to how blatent it was if he did. Second, there is no way he could have known she was 16. Third, she was dressed to show herself off, and there is nothing wrong with that, nor is there anything wrong with looking. In public, if you flaunt it, expect looks.

That said, she is probably giddy with delight at all the attention.
