There may be a danger in that this project will place buildings too close to the RR, in conflict with the "Grand Arc" monumental linear greenway, the headpiece of which already exists in the form of the walls and the curved section of Massachusetts Avenue at the brillantly classical Union Station.
Take a look at an ariel and extend the Unions Station wall axis northerly via a covered over RR.
Why is it surprising that someone would drive to the hardware store? You can't take 2 by 4's on the Metro. Or a water heater, a 40 pound bag of mulch...
