Watha T. Daniel is anti-riot architecture. Most urban schools/libraries built in the '70's - early 80's are the same: massive brick walls, few/high windows, flush steel entrance doors.
Here, if the storefront program moves too fast, things go like this: beautiful new windows; smashed; replaced once; smashed; taped; security blinds if there's money, plywood if not, and the cycle begins again.
