The statistics are misleading because it comes from census data which does not consider the pedestrian component of transit trips. Since DC and NYC have better transit service than Baltimore, they have higher % of transit riders (who are not being considered as pedestrians). These statistics only count people walking for the entire trip as a pedestrian trip.
