Two things I've said before and will say again:
1) Getting the region's most important retail node and second most important employment node connected to the regional transit system *IS* the most important investment that can be made at this time. West of Tysons, you are right. Once the thing gets into the highway median it's a waste of good money.
2) The new Blue Line / M Street subway would *also* be a waste of money, considering how many streetcars we could build for the same cash. Metro isn't overcrowded because the system isn't capable of handling our population. Metro is overcrowded because we lack acceptable alternatives.
