I think TIF is a great tool but perhaps overused. There are so many ways that streetcars can be funded. One of my favorite recent examples was in Columbus where they proposed a ticket tax where all major events would have a two dollar surcharge and you could use your ticket as a pass on the streetcar to get to the show. I think we need more innovative thinking to get these things built. TIF was a very small part of the Portland Streetcar, half of that funding came from Parking Garage backed bonds.

I am a fan of proffers, which was part of the funding stream for the Portland Streetcar. I do like this ticket tax idea. That could fund a streetcar in the Baseball Stadium area.

when is DC getting streetcars?
It seems like it has been decades now since the idea came about and still no action.
there is all of this talk but I still see no streetcars at all.
