Richmond's Bellevue neighborhood is also home to a small indie commercial area on MacArthur Ave. that works. People walk to the cafe, StirCrazy, and wine store next door. Strollers and bikes are common as people make stops at merchants offering neighborhood goods & services.

Oops, forgot to mention this attempt to address a problem which has been of concern to shopkeepers in Carytown for a while.

Walnut Street in Philly is pretty cool. And seems to balance chains with locally grown stores. I think it works pretty well. Although its not as indie oriented as Carytown. Although I would suggest that downtown Charlottesville and the Corner in Charlottesville also work pretty well as being home to lots of independents (including another outpost of Plan 9 Records), including many great places to eat and a nice mix of retail. I suppose that's not on the 95 corridor, but it is in between Philly and Richmond. Sorta.
