It certainly is interesting what they propose in Russia.
Every morning I wake up and read and hear Rusiian news. Over time my sense is that Russia is generating over 2/3 of it annual revenues from oil alone. While this sounds good, it isn't. The economy is not diversified and things have not changed much.
I often wonder who will use GLONASS, or rather, depend on it, even if it is operating. Recently Russia has withheld oil and gas from Europe and others, causing all kinds of issues. Thus, will they suddenly decide a similar course with GLONASS once everyone is locked in.
These are political issues no doubt. But for us 'geo' folks, it really means we have to consider things in a strategic sense, particularly when starting businesses etc that demand and will depend on GLONASSS.
