Hi Robert,
Our company has solved the Privacy issue for GPS on a phone. It's very simple... we capture the GPS info and then transmit it as part of the HTTP header stream up to the web server. To ensure privacy the customer gets to be in control of exactly the data they wish to share with the server. It's a simple check box. Also we encrypt the data on the wire.
