You can point those fingers directly at two entities: The Red (Iron) Cross and "Homeland Security."
New Orleans has had hurricane plans (down to the last detail) in effect since before the Civil War. People have been living in that swamp since the late 1600's. They know from hurricanes.
It was the dick-swingers (short swings, mind you) of The Department of Homeland Security who came into New Orleans (like they did every other major city on this continent) and told them to SCRAP their plans, because the "big boys" were taking over --- and the "big boys" had no fucking plans.
A hurricane evacuation/emergency plan was deemed a matter of "national security," and thusly the DHS morons decided that it was under THEIR authority. What they neglected to notice, for all of their stupidity & clumsiness, is that they didn't have the knowledge, the expertise, or the experience to DEAL WITH THIS SHIT.
That's why, when the storm hit, those chickenshit motherfuckers hied for the gawddamned hills. And Ray Nagin, for all his best intents, was shit out of luck for scrambling to cover the hole that they created in 2001.
Don't point fingers if you don't know where the palms connect. This is a federal clusterfuck, plain and simple. This is the FIRST hurricane to get the best of New Orleans, Chalmette, or Jefferson Parish, and yes, even worse than Andrew or Betsy. Biloxi, I don't know what their excuse is, but I'd wager that it's somewhere along the lines of the ethnic cleansing "cure of the public housing program" shit that the feds perpetrated in New Orleans, because, as usual, the poor took it up the ass while Trent Lott only has to build a PORCH.
