If it's too loud, you're not old enough. That's what I learned from old people. I live in Germany and basically all my neighbors are Russians. Maybe you can learn Russian through osmosis? Oh, and count your blessings if she isn't celebrating traditional Russian holidays the traditional Russian way. Now, that's loud!

Dude, I'm glad I'm not alone. Don't get me wrong, the crazy loud TV sucks, but I've got the Russian lady who wails and weeps all night long, and the guy who hocks his guts up for an hour every morning at 6AM.
I feel your pain, and hate both of our landlords.

To get her to the library, simply get her some pamphlets. It's possible you can get some in russian, and/or you can write a note with the help of Google Translate and slip it under her door. The shadier the method, the better.

Canadian Girl: That is brilliant, but unfortunately most of the other neighbors also speak only Russian so I can't communicate with them to get them to donate.
Pistachio Nut: the landlord laughed at us when we showed him the two giant cockroaches that appeared in my bedroom and told us not to worry about the brown water coming out of our faucets ("is from outside. Pipe not copper, is okay," whatever that means) so I doubt he'll do much for us in this case.

Her hearing impairment might have been caused by her watching Russian television all day long at an incredible volume. It would be odd, wouldn't it?

Obviously, the most rational solution would be to temporarily commandeer her satelite. Once you've succeeded, you may politely introduce her to the local public library, and therefore, millions of hours of quiet reading. Once she's established the desired pattern, return the dish. Done and done.

Unfortunately, you'd probably have to work with her and the landlord on a solution. Technically, the landlord would have to take care of the problem, so you should talk to him/her.
