Intresante. But ultimately Y. Lifshitz is right that we cannot judge or second-guess. It's one thing to write a teshuvah somewhere to say objectively that one should not discriminate in selection. But when is staring down a blank order to produce 500 children, and for every single parent that child is his heart and soul - what should the community leaders do? We know some community leaders killed themsleves rather than deal with such issues. It was a horrific, impossible situation.

This issue is (being) covered in great detail by R' Rakefet in his shiurim on Shu"t (starting Sept. 2007). He starts with the mishna in Terumos on mesira and works from there.
Also, the Noda B'Yehuda is R' Yechezkel Landau...

Yes, but it includes many responsa authored by his son Rav Shmuel, who signs this one.
