Further clarification on the above post: Apparently Iceland has made prostitution legal, although there are some caveats in this that make in not completely practical. Iceland, of all places.
It does seem that way as well in Canada. Make the act of exchanging sex for money itself legal or at least non criminal, but make everything else either criminal or near impossible to do safely.
