Gravatar Shamala, it might take forever. Looking at history, the European countries and japan took 50 years(from the industrial revolution) to clean themselves. China is likely to do the same. Singapore is in the middle stage.
In addition, the negative ego(character defense) is often formed when personality growth is unable to cope with family turbulance/terrible personal events. Trauma is locked and the person just behaves out of habitual response.
The 'walking zombie' often mentioned by Dr stone is already there a long time ago. This is already documented in the yellow emperor classic of internal medicine(tcm).
So, what can be done, if you ask. I think, just be present. Just be present for the people. Do what the heart wants. As Barbara brennan says(paraphrased), each person has their personal healing plan.

Every little effort counts so being present also means getting into action in whatever ways we can. For in truth, the action will speak louder than words.

Many people's hearts are not where it should be. To me, to have heart means to feel the passion for what we believe is right for ourselves, for others and the world and manifesting it.

So to answer my own question, what will it take? It will take whatever resources I have and whatever I can do to make the change we need.
