There are two very simple solutions: either have the voter registrars' offices issue photo IDs, for free, or have the registrars' voting rolls have pictures with them, so that the election officials at polling places can identify the prospective voter.
That, of course, would require people to actually go to the registrars' offices to register to vote, so I'm sure that the nutroots would object.
