Gravatar I'm not sure this makes councils less accountable, since they now have no control over spending at all. So they can't raise your taxes.
Also, since councils can't raise or lower tax, parties can't campaign on reducing or increasing services, which is kind of unusual. Then again, council tax always goes up faster than prices, so campaigning to lower the tax is probably only a theoretical possibility under the current system.

Strangely enough however, this scheme would seem to make me save money, even earning £44k. Presumably the income is retrieved from households with more than one earner.

Then again, there is that extra £450m from central government - that easily cancels out any saving I appear to be making.
