After all, the classic Arab answer for almost every problem is "Inshallah" which involves significant resignation.
Such resigned passivity and fatalism is the normal side effect of extreme predestination beliefs. A contact of mine observed similar attitudes in his church which also had a strong predestination doctrine. When everything is predestined and Willed by God, why bother to do anything but sit there, bend over, and take it?
On the subject of "Islam reforming itself", the only "reformation" movements we've seen take are those in the direction of more extreme "purity" -- Wahabism, Salafism, Takfirism; the "reforms" of the Iranian Ayatollahs, the Taliban, and al-Qaeda.

Every society has its share of violent, misogynistic, hurtful and etc. people, a number of who will always try and bend their religion to serve as a cover, excuse or justification for their behavior. As a result, all religions have had their fringe cults and sects that have acted out in violent and/or other anti-social ways; that’s just a sad fact of human nature. But Islam, of all of the world’s major religions, seems to be the one most troubled by this problem, while at the same time; the more peaceful (moderate) element in the religion of Islam is seemingly powerless to stop this co-opting from happening.
It doesn’t matter what verses of the Bible or Koran one chooses to emphasize, or how one may try to interpret them. The ultimate arbiter of what is or what is not a proper Christian or Muslim response is the lives and works of Jesus or Mohammed themselves. Jesus was above all, a man of peace, while Mohammed was anything but a man of peace.
A Christian may try to use scripture to justify or incite others to violence, but because Jesus himself would not have acted in that way, their words will never attract more than a handful of listeners.
But it is the converse that is true for Islam. While there may be many within the Muslim religion that want to live peacefully with their neighbors, Mohammed himself did not live that way. As a result, the voices of the “moderates” carry no weight with the community of Islam as a whole. After all, how can one Muslim, with any authority, tell another not to do what Mohammed himself did do? It’s not that the moderates can’t or won’t speak out against the radical element, it’s that the prophet Mohammed, by the example of his own life, left them with no voice of authority to speak out with.
That’s why Islam is not, never was or can ever be trusted to be a “religion of peace”. Because Mohammed himself was not a peaceful man and by the example of his own life, he has left the door wide open for the more violent element in any community or society, in which Islam is the dominant religion, to turn Islam into a tool to justify their violent actions against others.
In other words, Islam, as a religion, can’t be any more “peaceful” than, as a man, Mohammed was himself.
And the only way for Islam to experience a "Protestant" type of "Reformation" is to reject Mohammed as its prophet, which by Islam's construction as a religion, can't happen.

We were able to bomb Germany into submission/intrspection, but nobody is under the illusion that current wars by the West are waged that way. Taking Iraq via the "catastrophic collapse" method has provided the illusion to Muslims and many in the West that we never really defeated them at all. This encourages resistance from the more fanatical elements, as we are seeing.
Modern wars fought by the West aim at quick knockdowns, to avoid large casualties and collateral damage. As such, there is no "punishment" threat for the typical Muslim country to consider. This is the top reason why the West finds it necessary to return again and again to Middle East hotspots- no Islamist ever has to realistically worry about his homeland being destroyed as Germany's was or his lifestyle being dismantled.
Democracy in countries like Germany and Japan succeeded in large part because the defining characteristics of their civilization had disappeared with their defeat. There was no question that they had been defeated. The fuherers and emperors weren't going to return to wage new wars with hopefully different results.
None of these factors operates at present in the Middle east or Central Asia. Allah's grace and will are sure to manifest themselves if the faithful will only rededicate themselves more fully to the latest round of jihad.
Until this dynamic is permanently broken, Islam will wage war against all of its neighbors. There will be no Islamic reformation because the forces necessary to produce one- internally or externally- do not exist. Jihadists make war, get knocked down, then are helped back up and given the tools needed to make war anew.
The only event on the horizon that has a realistic chance of breaking this cycle is a reformation in the West. A return cultural and national identity, spiritual re-awakening, and realization that freedom requires responsibility and sacrifice must take place. A dedication to truth arrived at by logic and honest inquiry must take hold in governments and in the political classes.
The West must practice honesty- especially self honesty- in order to purge itself of the fraudulence and weakness that its materialism has produced. Such self-honesty is prerequisite to gaining the courage to face the issue of dismantling or reforming Islam.
