Real religion calls upon humans to renounce beastial impulses. Not to covet, not to envy, not to give in to wrath. To become something more than beasts. The thrust of civilization, definitely western civilization, has to been to force men, shame them, give them noble examples, of becoming sheepdogs and not wolves. He is stating that muslim men have the right,nay, the duty, to be wolves.
