Even the idea that condoms and abstenance are equally acceptable alternatives is plain stupid. Especially when people are really young, abstenance is unrealistic, unless they have deficient libidos.

In the face of it still happening, they are literally, purposefully commiting murder:GENOCIDE(BIOLOGICAL DECIMATION) in those African countries.
